Dirk P. Tirez is General Counsel of “ La Poste” since August 2003, where he became General Secretary in October 2007. The Legal Department was highly involved in the creation of a strategic partnership between “La Poste”, CVC  and the Danish Post.
Dirk P. Tirez supervises a team of 16 lawyers and 7 assistants. In 2006, under his supervision, the legal department of “La Poste” won the Belgian Award as the best « Prominent In-House Legal Department ». In 2007, The Financial Times included the Legal Department of “La Poste” on the list of stand-out innovative legal department. In 2008, he received the European Counsel Award as Individual of the year in the “Regulatory” category  (financial services excluded).

Dirk  is also Maître de conférences at  the FUNDP of Namur where he teaches financial law. Multilingual, he is the author of many publications on European financial law.

Between 1996 and 2003, he was member of the ’EASDAQ Executive Board, member of the Senior Management Committee, general counsel and secretary of NASDAQ (Europe) and member of the German NASDAQ Supervisory Board.

During this period, he attended many tax & legal  European committees like the SRO Committee of the IOSCO, the FESE (Federation of European Securities Exchanges) and corporate governance committee of the EASD (Association of Private Client Investment Managers and Stockbrokers).

Between 1993 and 1996, he was in charge of many privatization procedures and also was responsible for European and Belgian  financial matters in the office of Vice Prime Minister and Minister of finances and  external commerce, Philippe Maystadt. 

Between 1989 and 2003, he worked  as an attorney in an American law firm as a member of the New-York  Bar and later  the Brussels Bar.

In 1987, Dirk obtained a Law Degree magna cum laude at «Katholieke Universiteit Leuven».
 
In 1988 he graduated from  the « Collège of Europe of Brugge » and obtained in 1989 a L.L.M. from the  University of Michigan Ann Arbor (USA).

Dirk P. Tirez occupe depuis août 2003 le poste de General Counsel de La Poste, société dont il est devenu secrétaire général en octobre 2007. Le département juridique a été fortement impliqué dans la mise en œuvre du partenariat stratégique entre La Poste, CVC et la poste danoise. Dirk P. Tirez dirige une équipe de seize juristes d’entreprise et de sept collaborateurs. Sous sa direction, le département juridique de La Poste a gagné en 2006 le Belgian Award du meilleur « Prominent In-House Legal Departement ». Le Financial Times a décerné le titre de stand-out innovative legal department au département juridique de La Poste en 2007. Dirk P. Tirez est aussi maître de conférences aux FUNDP de Namur où il enseigne le droit financier. Polyglotte, il est l’auteur de différentes publications en matière de droit financier européen.

De 1996 à 2003, il a été successivement membre fondateur du comité de direction de l’EASDAQ, membre du senior management committee, general counsel et company secretary du NASDAQ Europe ainsi que membre du conseil d’administration du NASDAQ allemand. Pendant cette période, il a participé à différents tax & legal committees européen et internationaux parmi lesquels le SRO Committe de l’OICV (organisation internationale des commissions de valeur), du FESE (Federation of European Securities Exchanges) et du corporate governance committee d’EASD (Association of Private Client Investment Managers and Stockbrokers).

Avant cela, de 1993 à 1996, il était en charge de diverses procédures de privatisation ainsi que du suivi de la législation belge et européenne en matière financière auprès du cabinet du vice-Premier ministre, ministre des Finances et du Commerce extérieur, Philippe Maystadt. De 1989 à 2003 (avec une interruption pour son service militaire), il a collaboré en tant qu’avocat auprès d’un cabinet américain de premier plan, d’abord au barreau de New-York et ensuite au barreau de Bruxelles.

Dirk P. Tirez a obtenu en 1987 une licence en droit à l’université catholique de Louvain (K.U.L.) avec grande distinction, il a été diplômé en 1988 du collège de Brugge et a obtenu un L.L.M. de l’Université du Michigan Ann Arbor, aux Etats-Unis, en 1989.

Dirk P. Tirez is sinds augustus 2003 general counsel, en sinds oktober 2007 eveneens secretaris-generaal van De Post. Het Juridisch Department was nauw betrokken bij de realisatie van het strategische partnership tussen De Post met CVC en de Deense Post. Dirk leidt een team van zestien bedrijfsjuristen en zeven medewerkers. Onder zijn leiding won het Juridisch Departement van De Post de Belgische Award 2006 voor “Prominent In-House Legal Department”. De Financial Times betitelde het Juridische Departement van De Post als stand-out innovative legal department in 2007. In 2008 won hij de European Counsel Award als individual of the year in de categorie “Regulatory” (non-financial services).

Dirk Tirez is ook “maître de conferences” aan de FUNDP in Namen waar hij het vak “droit financier” doceert. Dirk is meertalig en de auteur van verschillende publicaties op het vlak van Europees financieel recht.

Van 1996 tot 2003 was hij achtereenvolgens oprichtend directie-lid van EASDAQ, lid van het senior management committee, general counsel en company secretary van NASDAQ Europe en lid van de raad van bestuur van NASDAQ Deutschland. Gedurende deze periode was hij lid van verschillende Europese en internationale tax & legal committees waaronder de SRO Committee van IOSCO, FESE en het corporate governance committee van EASD.

Voordien was hij op het Kabinet van de Vice-Premier, Minister van Financiën en Buitenlandse Handel Philippe Maystadt van 1993 tot 1996 belast met de diverse privatiseringsdossiers en de opvolging van de Belgische en Europese financiële wetgeving. Van 1989 tot 2003 (mits onderbreking voor zijn legerdienst) was hij werkzaam als advocaat (eerst aan de balie in New York en nadien aan de balie te Brussel) bij vooraanstaande Amerikaanse advocatenkantoren.

Dirk behaalde in 1987 magna cum laude zijn diploma in de rechten aan de Rechtsfaculteit van de K.U. Leuven, studeerde in 1988 af aan het Europacollege te Brugge en behaalde in 1989 een L.L.M. aan de University of Michigan, Ann Arbor (V.S.).
